Martin Innovation Data and AI Solutions was founded by Joshua Martin, a recognized leader in data-driven transformation for the public sector. With over 13 years of experience, Josh brings a unique blend of technical expertise and deep understanding of government operations to every project. His distinguished career culminated in his role as Indiana's Chief Data Officer, a position he held from December 2019 to January 2025.
Josh Martin’s Journey
Josh's career has been defined by a commitment to leveraging data and technology to improve public services and enhance citizen well-being. His leadership as Indiana's Chief Data Officer and Executive Director of the Management Performance Hub was instrumental in shaping the state's data strategy and fostering a data-driven culture. His responsibilities included overseeing a team of 50+ personnel and managing an annual operating budget exceeding $10 million.
Key accomplishments during his tenure include:
Spearheading the creation of Indiana's first statewide data strategy: This comprehensive strategy encompassed data governance, infrastructure modernization, advanced analytics, and transparency initiatives, laying the foundation for a more efficient and effective state government.
Leading the development and implementation of a statewide data governance framework: This framework established policies, standards, and guidance related to data quality, privacy, security, and the ethical use of artificial intelligence, setting a national example for best practices in data governance.
Driving sustainable growth in agency capabilities: Josh successfully expanded the Management Performance Hub's team, nearly doubling staffing and adding crucial functions like data science and data governance, significantly increasing the state's capacity for data-driven decision-making.
Developing and implementing a statewide data proficiency program: This program empowered over 4,000 state employees with the skills and knowledge to effectively utilize data, fostering a data-driven culture across all state agencies.
Overseeing the state's data response to the COVID-19 pandemic: This critical work ensured that Indiana's response was data-informed and effective, contributing to a more efficient and equitable distribution of resources and information.
Contributing to the 2024 Revisions of the Uniform Guidance: Representing Indiana's interests and advocating for best practices in data management at the federal level.
Achieving significant cost savings: Implementing efficiency projects and negotiating a major statewide public safety contract, resulting in $24 million in savings and added value to the state.
Prior to his role as CDO, Josh served as Chief of Staff at the Management Performance Hub and Program Director for the Government Efficiency & Financial Planning division of the Office of Management and Budget, further honing his expertise in streamlining processes and optimizing resources within the public sector.
